📜 Legal Framework

The Notice no. 23174/2025/2, published on 19 September 2025, sets the rent adjustment coefficient for 2026 at 1.0224, equivalent to an increase of 2.24%.

This coefficient is calculated annually by the National Statistics Institute (INE), based on the Consumer Price Index (excluding housing), in accordance with Article 24 of Law no. 6/2006, of 27 February, which regulates the Urban Lease Law (NRAU).

 
📅 Effective Date

The new coefficient takes effect on 1 January 2026, applying to residential and non-residential rental contracts that reach one year of duration during 2026.

 
⚖️ Implications for Landlords and Tenants

  • Landlords may update rents annually, unless otherwise stated in the lease agreement.
  • The update requires written notification to the tenant, including:
    • the previous rent amount,
    • the applied coefficient (1.0224),
    • and the new rent amount.
  • This notification must be sent at least 30 days before the new rent takes effect.
     

💡 Example

If the current rent is €800, the updated rent for 2026 will be:

€800 × 1.0224 = €817.92

This represents an increase of €17.92 per month.
